As a Manager of Trade Compliance for UPS Supply Chain Solutions, Inc., (UPS) Stuart is a member of the UPS Corporate Compliance team that ensures UPS compliance procedures align with both US Customs and Border Protection (CBP) and Partner Government Agency regulations. In addition to providing consulting services to UPS customers, he has deep knowledge and experience with Trade Agreements, Foreign Trade Zones, Anti-dumping/Countervailing Duty and numerous Partner Government Agency programs.

Stuart is a Licensed Customs Broker and a member of the Trade Support Network (TSN). An early champion of CBP’s latest commercial trade processing system, the Automated Commercial Environment, he is also a member the National Customs Brokers and Freight Forwarders Association of America (NCBFAA) Customs and Regulatory Agency Committees. In addition, he also participates on the Customs and PGA committees for the Express Association of America.

Stuart possesses a Bachelor’s degree in Business Administration from Malone University. He is also certified by CBP in the Broker Importer Self-Assessment Program (ISA) and a NCBFAA Certified Export Specialist.

Joseph Brogan, Vice President of Global Operations at STTAS, a UPS Company, has responsibility over Global Compliance Services. Joe launched his career with UPS in 2002, and has served in several leadership roles with extensive consultative customer interaction. He has traveled extensively to conduct assessments and create compliance improvement plans for Fortune 500 companies and multiple Small/Medium businesses to assist those firms in expanding globally. Joe's focus has been on risk mitigation and cost savings while working to solve problems and remove barriers related to expanding trade.

Joe has many years of experience with international trade and is well-versed in areas of supply chain logistics. He is both a Licensed Customs Broker and a Certified Export Specialist. Joe actively represents UPS in several global trade industry associations and also served on the UPS Congressional Awareness Team.

Prior to joining UPS, Joe held a number of trade management positions with a progression of responsibility for leading global trade companies in Philadelphia, Miami, and Baltimore. His career in the global trade field began as a Trade Management Intern with the U.S. Department of Commerce while completing his Master’s Degree at the University of Pittsburgh. In addition, Joe has a B.A. in International Affairs/Political Science, Cum Laude, from Saint Francis University.
